Governor Pritzker of Illinois confirmed on July 15th that the State would not be fully reopening until a vaccine is prepared and available. Despite cases being the lowest in comparison to neighboring States, Pritzker insisted that “we cannot reach Phase 5 until there’s a vaccine, effective treatment.” While recent testing has shown that the infection rates are higher than initially predicted, and the death rates are thereby much lower than we thought, herd immunity doesn’t seem to be something Pritzker will be content with.
